INCIDENT DESCRIPTION:
During the early morning hours of July 19th Saddle Brook authorities received a report concerning a leaking LPG rail tank car located in a rail yard with other LPG and petroleum product containing tank cars. Bergen County Haz-Mat personnel were dispatched to the scene to assist local responders in handling this incident.
SUMMARY OF BCDHS ACTIVITIES:
BC Haz-Mat personnel utilized air monitoring equipment to confirm that there was no danger of product ignition. Monitoring continued throughout the response. BC Haz-Mat personnel worked with rail and industry experts to determine the cause of the problem. Damage to the tank shell, product valves, pressure relief device, and a thermometer well were all ruled out. The source of the product was found to be fugitive LPG that had leaked into the insulated space in between the cargo tank and outer jacket during tank filling operations. Due to the hot weather occurring at the time heating and expansion of the LPG and the tank car components were forcing LPG back out of this space. BC Haz-Mat personnel coordinated with the Saddle Brook Fire Department, Office of Emergency Management, and the NYS&W Railroad to arrange for the timely removal and offloading of the rail car. The rail car was delivered to its destination and offloaded. The rail car is to be “red tagged,” taken out of service and repaired to prevent any further product entry into the jacketed space.
